In the never-ending mission of Linda Rolfe, the director of the state Division of Developmental Disabilities, to close Fircrestand free all the disabled to live in the community, oops, we realize that some people don't fit in. The nature of their disability presents challenging behaviors that cannot be managed by the $9-an-hour workers who soon realize that their job is much more than they signed on for and has no future. So we create little prisons in the community and staff them with more untrained, unqualified and unsuspecting workers. We institute strict rules to try to scare them into behaving. If they get out of hand, we use the police to triage the mental health crisis at the point of a gun and threaten them with jail.
